Outrage as Philly Man is Murdered by Perp Out on Bail!

A suspect who violently killed a Philadelphia man who was innocently walking his dog was out on bail at the time!

Davis L. Josephus, 20, of Philadelphia, is accused of fatally shooting 25-year-old Milan Loncar during an apparent robbery attempt on Jan. 13, just one block from Loncar’s Brewerytown home, police said. Josephus was already out on bail in an armed kidnapping case, local police said.

Video released by police shows two suspects approaching Loncar – a 2019 Temple University graduate – as he walked his dog, before one of the men pointed a gun at Loncar as they started reaching for his pockets.

Loncar was then shot once in the chest and later died at a hospital, police said.

According to police, approximately 90 minutes later, police said highway patrol officers pulled over a car sought in connection with a carjacking in Kensington, where four suspects fled, but the driver was taken into custody.

The driver’s clothing matched that of the suspect being sought in the Loncar shooting, leading to murder charges against Josephus.

A second man, characterized as a person of interest, has also been identified, police said.

A “career criminal” Josephus had been released on lowered bail in an armed kidnapping and assault case on Dec. 29 — just two weeks prior to allegedly killing Loncar, according to court records cited by the Philadelphia Inquirer. He was freed after putting up $20,000 bail on charges of motor vehicle theft and kidnapping and $12,000 for aggravated assault of a prison guard — totals that were slashed from $100,000 and $200,000, respectively, according to the newspaper.

Prior to last week’s bust, Josephus had been arrested five times since January 2019.

On Feb. 19 of last year, Josephus was arrested on charges of kidnapping for ransom, robbery, car theft, and firearms violations in relation to a case from the previous July. The victim in that incident was an Uber driver, the Inquirer reported, citing a spokeswoman for the district attorney’s office.

Josephus was also charged in September while still behind bars with aggravated assault and aggravated harassment for allegedly threatening a prison guard. Josephus didn’t post the original $100,000 bail in the case and was jailed for most of 2020, while his trial was repeatedly delayed due to pandemic-related court closures.

A judge then lowered his bail to $20,000 after his trial was delayed eight times, according to the report.

Given the outcry from the community when Josephus’ extensive record was made public, District Attorney Larry Krasner said in a statement that prosecutors from his office had argued for Josephus to be held in the separate cases from last year but saw his bail “lowered by judges” despite his office’s objections.

“So we are clear, the District Attorney’s Office does not set bail,” Krasner’s statement continued.

“The judiciary sets bail, after hearing arguments from the prosecution and the defense. We will have more to say on this matter as more information from our partners in the criminal justice system becomes available.”

Krasner said police investigators and his office would keep working to “appropriately charge everyone culpable” in Loncar’s slaying.

Some police officers, meanwhile, noted Josephus’ significant bail reduction, saying “consequences matter.”

“This male was on the street with two open felony cases because his bail was reduced from 200K to 12K,” Police Inspector Derrick Wood tweeted. “This is ridiculous and another example of bad bail decisions that are being made without considering the safety of the community.”

  1. I would hope the family of the person who was killed files a civil lawsuit against the judge(s), and the city for the death of their loved one. This action of having liberal judges letting criminals who commit serious crimes or criminals who have long records out or reducing their bail has got yo stop. This is ridiculous

  4. All you have to do is see the rising murder rate in our democratic cities. And couple that with the VP of the US , raising bail for rioters ; it only emboldens criminals. Keep appointing liberal judges.

  7. We will not get this resolved until we remove enough liberals to make the rest of them afraid of real justice. I have tried to send emails to our representatives to give a point of view. Emails simply stating thoughts on the economy! No threats of violence or bad language, just an opinion. It was rejected as threatening. A friend said that I must have done something wrong. He then sent his own email, it was rejected because it was a threat. So we are supposed to contact our representatives but are shut down. Does this mean they don’t care about the people who voted them in?

  8. Loncar was a 2019 Temple University graduate. How much was he indoctrinated? Looking at this the way leftists do, did Loncar make the gentleman Mr. Josephus mad? Din Loncar provoke Mr. Josephus? Did Loncar not offer up enough money?
    If Loncar was a typical 25 year old in today’s America, I’m certain he would side with the gentleman Mr. Josephus and ask the prosecutor to drop any charges in an effort to apologize to the gentleman. Mr Josephus is due reparations.

  9. This is precisely what’s wrong with identity politics. Cast a wide net over an entire race of people without consideration for the law abiding citizens. This piece of garbage was set loose on an unsuspecting public simply based on his skin color. We are dealing with exactly the same nonsense in the St Louis area. We have a black female progressive prosecutor in the name of Kim Gardner who absolutely refuses to prosecute anyone who has dark skin. We have over two hundred unsolved murders and the count rises daily under her time in office. She and the new black female progressive mayor have decided to defund the police install no bail release and more investigation of police as a response to accelerated increases in all crimes particularly violent crimes. They together have worked to stop police from chasing fleeing criminals even to the point of prosecuting officers who do so. Interestingly enough these officers don’t have the no bail release available to them. This is insanity and yet if anyone speaks out the immediate response is they are racists. The entire St Louis area including the smaller communities surrounding it are facing increased criminal behavior both non violent and violent crimes. Our only recourse is to bail out and leave the area and that’s exactly we are doing. Daily we are told how racist white flight is yet nobody wants to listen to logic. Even our law abiding black community has had enough of this trend. St Louis has just earned the great honor of being murder capitol of the USA. Congratulations woke politicians you have permanently destroyed another major city with your refusal to prosecute and hold criminals. You have demonized law enforcement and emboldened criminals.
